Job Description

  • Provides guidance to employees within the latitude of established policies.

  • Recommends changes to policies and establishes procedures that affect immediate organization.

  • Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including understanding of current business trends.

  • Acts as advisor to subordinates to meet schedules and/or resolve technical problems.

  • May have budget responsibilities. Erroneous decision or failure to achieve results adds to costs and may impact short-term goals of organization.

  • Manages the coordination of activities of a group or department with responsibility for results. In some instances, may be responsible for functional area and does not have direct reports or subordinate employees.

  • Prepare operational structure of department in accordance with EXPRO processes and procedures.

  • Implement EXPRO’s methodology for 5 years planning of government authority project portfolio.

  • Prepare 5 years plan for government authority project portfolio and update it [at least one time] annually.

  • Submit 5 years plan for government authority project portfolio for review and approval [review and approval process should be carried out in accordance with 5 years planning guidelines for project portfolio prepared by EXPRO].

  • Prepare annual capital business plan of government authority for submittal to ministry of finance for approval of its budget.

  • Submit government authority project registration documents to EXPRO and receive the number designated for project.

  • Undertake the work during registration stage, initial planning stage of project stages procedures.

  • Management of all strategic studies and plans in project [such as social, economical, environmental and technical] either internal or through third parties.

  • Work with the ministry of municipal and rural affairs and housing and coordinate with it and with its related departments and provide technical inputs within national urban strategic process.

  • Work and coordinate with government authority and identify related stakeholders to prepare comprehensive national plan for integrated infrastructure.

  • Work with stakeholders in Kingdom of Saudi Arabia and outside and coordinate with them and their related department to provide technical inputs in accordance with project needs and stages.

  • Appraise capabilities of current work team in government authority for strategic planning, studies, assignment them to suitable functional roles and responsibilities.

  • Prepare knowledge transfer program in studies and strategic planning department which include comprehensive on job training and work and coordinate with projects directorate in government authority for development of its strategic policies and compatibility with its strategies.

  • Must have bachelor’s degree in engineering with minimum of 15 years of experience.

  • Computer literate especially for document management software.

  • Familiar with 5 years project portfolio plans.

  • Able to establish criteria for projects prioritization.

  • Financial Analytics.

  • Fluent in Arabic and English, speaking and writing.

  • Have presentation skills.

  • It is preferred to have previous experience with EPMO/Government entities.

  • Shall have a solid record of preparing strategic plans for portfolios
