Job Description

1. Purpose of the Job

Neom Backbone Projects will be delivered by multiple Design Work Packages (DWPs) and safety assurance management is of paramount importance across all DWPs. Engineering Safety Manager (ESM) covers the process of analysing, formulating and prioritising project system safety requirements such that they are identified and properly tracked throughout the project lifecycle to ensure the project safety requirements are satisfied and hazards are eliminated or mitigated ALARP.

This role supports the Systems Assurance Lead in the management of the Safety Assurance elements of the DWP designs undertaken by Backbone Engineering Consultant (BEC) and subsequent contractor design and delivery. This role leads the BEC Engineering System Safety Management process and is responsible for the effective and efficient development of DWP Safety Cases and Hazard Logs involving complex rail systems and civil works, and meet the needs of the client (NEOM) and the whole project. The ESM reports to the Systems Assurance Lead.

The Engineering Safety Manager will:

  • Work autonomously to deliver safety assurance planning

  • Perform typical engineering safety management and analysis

  • Develop and manage Safety Assurance Plans and Hazard Logs

  • Perform elicitation, definition and analysis of safety requirements

  • Undertake qualitative and quantitative safety risk assessments

  • Develop Safety Case Reports and Safety Risk Assessment Reports

  • Facilitate and lead design teams and clients through the hazard identification and analysis process, and chair hazard workshops

  • Check design evidence provided for safety requirements to mitigate hazards

  • Regularly interacts with DWP leaders and system designers and other disciplines concerning engineering safety and design evidence

  • Review the progress of engineering safety to ensure timely and satisfactory resolution and close out of safety risk reduction and evidence

  • Provide support to client (NEOM/EPM) as necessary

  • Work collaboratively with other assurance team members

2. Principal Accountabilities

  • Leadership of the engineering safety function and activities

  • Provide visible leadership and demonstrable commitment to engineering safety principles and processes

  • Keep the Systems Assurance Lead informed of technical issues arising from engineering safety management activities

  • Liaise with the client (NEOM/EPM) Engineering Safety Manager in relation to safety assurance activities and deliverables

  • Perform safety assurance activities and prepare associated deliverables in accordance with CENELEC 50126/8/9 and CSM standards

  • Co-operate with NEOM in all matters relating to health and safety, including following safe working procedures at all times

  • Act as a role model for AECOM’s and NEOM’s vision and values, behaving in ways that are aligned with NEOM’s Ways of Working

  • Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorised disclosure, modification or destruction. Never knowingly put NEOM’s information or information systems at risk.

3. Main challenges of the job

  • Analysing and formulating engineering safety activities

  • Formulate engineering safety registers and activities to supporting the overall project development and implementation

  • Supporting the successful delivery of the project from an engineering safety perspective

  • Review various design documents to identify engineering safety risks

  • Respond to questions from EPM and/or design team personnel regarding system safety

  • Facilitate and manage regular engineering safety management workshops and forums

  • Facilitate the development and/or optimisation of the engineering safety process

  • Cooperate and coordinate fully with all members of the Systems Assurance team

  • Identification of potential improvements in support of engineering safety

  • Participate and support other assurance management disciplines and activities

Key working relationships

  • Reports to Systems Assurance Lead

  • Works closely with Systems Assurance Lead, DWP Leads, and Engineering Manager

  • Works closely with client EPM to fully understand safety process

  • Works closely with EPM staff

Qualifications

  • B. Eng. or MSc Degree qualified engineer

  • 10 years’ experience of System Safety on major rail projects including heavy rail, high-speed rail, freight rail

  • Working knowledge and thorough understanding of safety assurance principles and process

  • Technical experience and knowledge of the full systems engineering lifecycle

  • Understands the application of system engineering with respect to EN 50126/8/9, Common Safety Method and ISO 15288

  • Familiarity and working level understanding of Aconex, ProjectWise or equivalent document management systems
