Job Summary

The Risk and Change manager (RCM) will ensure risk and change management is at the forefront of project and contractors deliverables. As the PMCM responsible person the RCM is required to establish, administer and implement an overriding Risk management plan and Change management plan throughout the life of the Project, from design through to start up and operation. As the RCM you will administer all Risk and Change matters, advising and supporting managers, engineers the client and contractor’s client, ensuring all non-conformities are identified, recorded and effectively managed at each stage of construction and handover.

Job Duties:

  • Review each Contractor’s Change Management Plan and Risk Management Plan for compliance against the Client’s requirements, reporting and elevating to the Client issuing a recommendation for “No objection” certificate/s where appropriate

  • Review and determine the validity of Contractors’ change requests and / or claims and provide written recommendations to the Client, including an assessment of the likely cost and time implications.

  • Ensure contractor/Consultant compliance to the Client’s requirements and to the overall Risk Management and change management systems and strategy set by the Client.

  • Monitor, measure, track and record the risk management plan of the Contractors

  • Lead, prepare and administer a Finding of Fact (FOF) document which will describe the scope and extent of the change in question, substantiate the necessity for the change, providing a listing of the affected contract documents, provide complete backup and history of change and a summary of the PMCM recommendations for assessment of the change

  • Develop, Plan and execute regular risk management reviews with Contractors to monitor and produce status reports

  • Monitor compliance to Risk mitigation actions aligned to QMP

  • Lead, participate and contribute to quantitative analysis of the cost and schedule impacts resulting from the identified

  • Contribute to the regular PMCM reporting requirements to the client and to PMCM colleagues in administration of the project controls

  • Identify, define and administer the change management process for the project include a Change Management Register

  • Identify and define contractor’s risks and contingency management to develop and maintain a Contingency Management and Tracking system for both costs and schedule.

  • Lead supervision and project management oversight and reporting of Risk and Change non-conformities to ensure that the construction and operation interfaces are identified, coordinated and resolved to ensure compliance with approved design documents

  • Develop and manage PMCM Risk and Opportunity register and proactively manage risk and mitigation strategies and maximize opportunities.

  • Conduct technical reviews of the Contractors’ health, safety, security risks including job hazard analysis, traffic management plans, emergency response plans, security awareness, worker accommodation, training plans and curriculum, security assessments and reports, and accident/incident investigation reports and corrective action plans.

  • Maintain and contribute to the Non- Conformity Register for all Risk and Change related non- conformities under the control of a Contractor.

  • Implement policies, procedures, documents and best practice to effectively and efficiently manage change in the business following introduction of new legislation, change in company risk profile

  • Develop and apply technical knowledge relevant to the specific HSE risks associated with our activities.

Specific Skills Required:

  • Candidate must according to the location be a Muslim team member

  • Candidate should be able to converse in English and Arabic.

  • Specific industry and project experience – Highways, Bridges

Minimum Requirements

The successful candidates should meet the following requirements,

  • Working at a suitable level within a Project and delivering Risk and change management

  • Self-starter and driven individual, someone who motivates themselves and can do so for others.

  • Pro-active and committed.

  • Ability to influence and engage with colleagues

  • Candidate must be prepared to work in Makkah for a minimum of one year on the project

  • Membership of recognized professional institutions

  • Experience of working in Middle East preferred

Preferred Qualifications

  • 10 years in construction risk management

  • Degree qualification in relevant subject
