Job Summary

The Contract Administrator (CA) is responsible within the PMCM to prepare and oversee compliance of a Contract Management Plan (CMP) detailing the Project and Construction Management Services and how the PMCM will execute them to meet requirements of this contract and client objectives. The CMP will incorporate project procedures and identify deliverables and frequency of the PMCM activities related to this contract as necessary to provide the level of oversight to successfully administer the contracts and deliver the objectives of

Client within the contract. The CA will provide contract management activities on behalf of the Joint Venture and project contract administration functions will include; development of baseline schedules; review/ recommend for approval contractors’ master schedules for integration into client master schedule; track, monitor, and control of schedule updates; preparation and maintenance of detailed contract budgets based on the accepted tenders; contract cost control; contract administration; and, claims/ change management

Job Duties:

  • Lead the preparation of a CMP, collaborating with internal stakeholders to include;

  • Relevant aspects of the Quality Management Plan (QMP), to client’s requirements that will detail and clarify PMCM approach and processes toward ensuring a quality service compliant with the Program’s quality policy

  • Relevant aspects of the PMCM health, safety and Environment management system for PMCM recognizable to standard BS OHSAS 8001:2007 (Occupational Health and Safety Management) or equivalent.

  • Ensure the Client is fully informed of all and any issues which may have a contractual implication.

  • Advise the Client of any instances where the Contractors are in breach of the contractual obligations.

  • Evaluate, advise and administer as required, with the approval of the Client, any claims against the Contractors or other parties who fail to fulfil their contractual obligations as required

  • Evaluate, advise and administer any early warning notices and claims received from the Contractors in respect of time and costs.

  • Evaluate, advise and administer the execution of provisional sums

  • Review, develop and enforce administrative procedures for effective and economic performance within terms and conditions of the contract and policies approved by the client

  • Lead the review and prepare responses for Request for Information (RFI) from the Contractors including prerelease Drafts for client approval

  • Develop and implement policy and procedures for contract management and administration in compliance with company and client requirements

  • Administer on-going Contracts, including monitoring contractor and compliance with the Contract documents.

  • Proactive reporting of contract compliance by the contractors including issues such as lack of progress, quality, interface management, coordination and all relevant issues and Investigate contractual problems, recommending corrective action.

  • Prepares correspondence and maintains records necessary to ensure the effective administration of all Contractual matters.

  • Assists the Project Manager in contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor.

  • Proposes and manages all change to amendments to contractual documents with the client

  • Ensures that all JV contractual procedures are implemented and maintained and advises on all contractual matters

Specific Skills Required:

  • Candidate must according to the location be a Muslim team member

  • Candidate should be able to converse in English and Arabic.

Minimum Requirements

  • Minimum 15 years of related Construction Supervision/Management experience on Infrastructure projects with a broad general engineering background.

  • Extensive experience working with FIDIC White Book

  • Familiar with Saudi Laws

  • Candidate must be prepared to work in Makkah for a minimum of one year on the project

  • Degree qualification in relevant subject. Membership of recognized professional institution

  • Experience of working in Middle East preferred

  • Should be chartered or working towards

Preferred Qualifications

  • Bachelor’s degree in Engineering or construction related discipline, Quantity Surveying, Law or business-related field.

  • Professional Membership such as RICS, and training in contract, construction, and commercial law are preferred.
