URS/AECOM has an immediate opening for a Transportation Supervisor in Qatar.
The Transportation Supervisor must be capable of overseeing, but not limited to, the following Air Coordinating Cell functions: Container operation function: Customer Service; Convoy Briefings; Convoy Escorting, Staging Area Management; Hazardous Materiel (HAZMAT) Documentation Certification; RFID Management; Document Cargo; Container Management: and Safety Briefings. Transportation Supervisor must also be Hazardous Materiel (HAZMAT) certified or have the ability to use and Integrated Booking System Container Management Module (IBS-CMM), Radio Frequency Identification (RFID) tags (CMOS) Cargo Management Operation System, Knowledgeable of Department of Transportation Regulation (DTR).9-R part II. Coordinate cargo movement through the Air Cell, Line Haul, and Container Section for receiving inbound and shipping out bound cargo to designated location.
Essential Duties and Responsibilities:
The Transportation Supervisor must be capable of overseeing, but not limited to, the following Air Coordinating Cell functions: Container operation function: Customer Service; Convoy Briefings; Convoy Escorting, Staging Area Management; Hazardous Materiel (HAZMAT) Documentation Certification; RFID Management; Document Cargo; Container Management: and Safety Briefings.
Transportation Supervisor must be able to obtain Hazardous Materiel (HAZMAT) certification
Previous experience and knowledge on the Integrated Booking System Container Management Module (IBS-CMM), Radio Frequency Identification (RFID) tags (CMOS) Cargo Management Operation System, Knowledgeable of Department of Transportation Regulation (DTR).9-R part II.
Coordinate cargo movement through the Air Cell, Line Haul, and Container Section for receiving inbound and shipping out bound cargo to designated location.
Develops and executes integrated corporate and departmental policies and procedures and provides input on departmental business and technical strategies, objectives and goals.
Responsibility for transportation operations of the contract including cost management, schedule management, data management, and other related transportation operations activities.
Prepares and presents all requested briefings and attends meetings and provides technical advice on transportation services and IAW Defense Transportation Regulation (DTR).
Participates in various program meeting/reviews and in formal briefings to both the customer and senior staff
Responsibilities may include but not limited to the following: Required to provide team leadership to Eastern employees assigned to the Line Haul team, Air Coordination Cell Team, Container Processing team, Container Fabrication team, Customs Clearance team or (TAS) Transportation Automation System team.
Verify DD Form, TAC Code, DODAAC, shipment priority, and POC information for validity.
Receive cargo shipment from all mode of transportation and process for delivery to the appropriate destination
Check cargo manifest MRO against cargo uploaded or down loaded into the CRSP.
Prepare documentation for sensitive cargo movement.
Meet with unit representatives to coordinate pre-Joint inspection and joint inspection (JI) joint inspections prior to receipt or release of cargo.
Assist in the building and inspecting L pallets for Air Movement IAW DTR.9-R Part II
Ensures (Qatar MOI) Qatar Ministry of Interior has been coordinated for link up through Movement Control Teams (MCTs) for required moves.
Perform pre-JIs to ensure adherence to Air Force standards and regulations to process cargo
Transport cargo to and from the APOE/D, or coordinate for cargo transportation to and from the APOE/D.
Conduct JIs at the APOE/D and make correction as needed.
Prepare DD Form, Transportation Control Movement Document, and enter all prime and trailer card entries for TCMD data
Conduct inspections of export shipments as it is being packed with Military Customs to inspect shipment to CONUS and OCONUS, and ensure no prohibited items are shipped.
Able to compute center of balance and weights on rolling stock equipment.
Maintains historical record data on all cargo move movements throughout the AOR.
Possess the ability to perform Air Cell, Line Haul and Container operations.
Must be certified and/or licensed to operate Forklifts, i.e., MHE: RTCH, 30K, 10K, 6K, 4K and container handlers.
Knowledge of moving ocean freight shipment through the designated SPOE/D
Leads cargo trucks convoy and has overall responsibility for mission coordination, preparation, equipment safety and accountability.
Conduct daily safety briefing or safety presentations to the staff during weekly safety meeting.
Performs other duties and assignments as required.
Supervises a professional team encompassing a wide range of functions within the discipline:
Interviews, selects and places candidates into open positions.
Compares objectives and achievements in staff assessments.
Coaches employees in their professional career development and process improvements.
Issues disciplinary action when required.
Directly responsible for resourcing departments and ensuring production goals are met.
Manages and leads transportation employees performing transportation operations throughout the Qatar AOR to ensure all missions are scheduled and met daily.
Ensures proper policies and procedures for external procedures are followed in accordance with PWS and Movement Command Team (MCT) for coordinated actions.
Prepares and presents required briefings and attends meetings and provides technical advice on transportation services and IAW Defense Transportation Regulation (DTR).
Ensures program logistics resources (supply, transportation, and maintenance) can adequately support each mission requirements.
Participates in various program or government briefings concerning ongoing APS-5 Qatar operations for issue and turn-in support.
Completes Transportation Movement (External) reports, and monitors all AMC equipment assigned to ASG Customer.
Performs other related duties as assigned or directed.
- High school diploma or equivalent required.
7 years’ experience supervising or managing Transportation and or Movement Control is required. Prior military experience preferred.
Transportation experience with all types of line haul and APS fleet equipment is required.
Preferred knowledge and experience uploading / downloading airfield and seaport vessels.
Specialized Knowledge and Skills:
Must have a comprehensive knowledge of the Logistics STAMIS in use and must have the ability to properly monitor production for compliance with scheduling directives, cost factors and other applicable standards.
Must be able to properly develop appropriate performance standards, track transportation production, and ensure facilities operate in a safe and efficient manner.
Must have relevant experience in order to analyze requirements and production capacity to respond to requests for proposals for option years and special missions.
Must be well versed in Army operating methodologies and the use of appropriate logistic information systems.
Familiar and knowledgeable of DoD 4500.9-R
General office administrative skills required.
Must have in-depth knowledge in transportation.
Must have the ability to interpret and implement local policies.
Must have an intermediate level of proficiency in the use of MS Office, including Word, PowerPoint, Excel, Project and Outlook.
Must have progressive written and oral communications skills.
Must have strong interpersonal communication skills and ability to work and communicate with others effectively.
Must possess and maintain a valid driver’s license and be able to operate a government general-purpose vehicle.
Must be able to obtain Qatar Driver’s License.
Clearance: Must have an active Secret Clearance and retain clearance for the duration of contract

Ability to perform job duties efficiently and effectively.
Must be able to lift up to 50lbs.
Must be able to work in extreme environmental conditions including dust and high temperatures.
Must be able to endure long hours, exposure to weather and hazardous conditions.

AMMO 62 or equivalent preferred
IBS CMM Certification preferred
Air Load Planner preferred
US Army 88N preferred.
