Job Summary

AECOM has an opening for a Security Manager Lead in Kuwait.

The Program Security Manager is responsible for all security operations under the APS-5 contract and must have the requisite experience and training to be responsible for all security processes including physical security, personnel security and operations security to meet PWS and Security Plan requirements.

The Program Security Manager works with the project team, overseeing the development of security operations for the protection of facilities, personnel, data and assets. Using a combination of management skills and specific security knowledge, they coordinate the security projects through new requirements and operations.

Essential Duties & Responsibilities:

  • Develop Standard Operating Procedures, Work Instructions, and Training plans to ensure that all requirements are being conducted in accordance with the PWS and Security Plan

  • Ensure the overall security program: physical security, personnel security, key control and force protection measures and programs are adequate to perform functional requirements

  • Ensures that work schedules are fair and equitable

  • Conduct periodic checks to ensure that the security work force follows the SOPs, WIs, CDRLs, and PWS requirements

  • Directs and leads subordinate managers on day-to-day operations and ensures daily assignments are carried out in a responsive and timely manner.

  • Responsible for the well-being of the Security Force to include; mentoring subordinates and ensuring proper housing, dining, uniform, and safety gear is available for all guards.

  • Performs assessments and delivers training programs for the security team members and other multinational employees

  • Ensures the security force is trained and available to assist base operations and the 401st AFSB S2 as needed

  • Coordinates government interactions and compliance activities regarding ongoing security-related issues with the assigned Contracting Officer Representative

  • Instills a safety-first mentality within the security work force and a culture that achieves low accident rates and minimal lost-time injuries

  • Performs other related duties as assigned or directed

Minimum Requirements

Clearance Needed:

  • Active Secret

Minimum Position Knowledge, Skills & Abilities:

  • Must have knowledge in security operations, law enforcement, and industrial security

  • Experience in Physical Security programs and Key Control Programs

  • Must have the ability to use initiative, exercise practical independent judgement, and leadership skills as it applies to the organization as well as in emergency situations

  • Must have advanced level of proficiency in the use of MS Office, including Word, PowerPoint, Excel and Outlook and other related applications

  • Must be able to effectively mobilize and apply staff in emergency situations

  • Must have strong interpersonal communication skills and ability to work and communicate with others effectively.

  • Personally Identifiable Information (PII) Training.

Education:

  • High School Diploma or equivalent required.

  • Bachelor’s degree preferred

Experience:

  • At least 5 years of management experience

  • Experience as an Army S2 or other military branch equivalent

  • Experience in large scale security effort and comprehensive knowledge of governing regulations, policies, and procedures

Specialized Knowledge, Skills & Abilities:

  • Must have knowledge in security operations, law enforcement, and industrial security

  • Experience in Physical Security programs and Key Control Programs

  • Must have the ability to use initiative, exercise practical independent judgement, and leadership skills as it applies to the organization as well as in emergency situations

  • Must have advanced level of proficiency in the use of MS Office, including Word, PowerPoint, Excel and Outlook and other related applications

  • Must be able to effectively mobilize and apply staff in emergency situations

  • Must have strong interpersonal communication skills and ability to work and communicate with others effectively.

Certification & License:

  • Current driver’s license required

Work Environment, Physical Demands & Mental Demands:

  • Ability to perform job duties efficiently and effectively during a 72 hour work week.

  • Must be able to lift 25 Lbs. continuously, 50 Lbs. intermittently.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

Preferred Qualifications

  • Experience with the Joint Personnel Adjudication System (JPAS) and G2 system preferred

  • Anti-Terrorism/Force Protection Certification Preferred

  • Operations Security Level 2 Preferred
