Job Summary

Aecom has an opening for a Project Manager (SWA Bn-USC) in Kuwait.

The Project Manager is directly responsible for all aspects of the SWA Bn project in Kuwait, Iraq and other locations as dictated by USG. Manages day-to-day operations of the contract in support of the USG.

Essential Duties and Responsibilities:

  1. Provide administrative and technical leadership of the project, including responsibility for cost, schedule and overall performance.

  2. Plan and procure necessary staffing to achieve work completion milestones and deliverables.

  3. Monitor fulfillment of contract requirements to ensure quality and timeliness of services/deliverables to various customers.

  4. Supervise, coordinate, provide leadership to and review the work of assigned staff and/or contracts.

  5. Interface with customers on a regular basis for support of program management activities. Monitor customer feedback and advise on a broad range of issues related to products/services being delivered.

  6. Participate in business development including identifying new business opportunities, developing and implementing strategies and managing proposal development.

  7. Perform multi-disciplinary analysis of system designs to determine compliance with specifications and standards.

  8. Direct the investigation and resolution of operational problems.

  9. Directs integrates all mission support required in the Performance Work Statement (PWS) for the contract and acts as focal point for Military leadership in support of those requirements.

  10. Responsible for the health and welfare of all assigned contract employees.

  11. Enforces program standards of performance and discipline.

  12. Instills a safety first mentality and culture that achieves low accident rates and minimal lost-time injuries.

  13. Implements Quality Management program that establishes, monitors and reports on compliance with Program Operating Procedures (POP), Standard Operating Procedures (SOP), program and project directives, Work Instructions (WI), performance metrics and customer feedback.

  14. Ensures proper division of workload based on mission support requirements between the regional projects.

  15. Ensures the efficient and productive utilization of resources.

  16. Manages strategic operational aspects of the program; monitors project operational aspects.

  17. Reviews, prepares and submits CDRLs in accordance with published standards and schedules.

  18. Minimizes program exposure to risk through planning and analysis.

  19. Ensures program documents are complete, current, and stored appropriately.

  20. Enforces the highest of ethical standards and conduct IAW Company policy.

  21. Responds to and coordinates responses to corporate tasking and initiatives.

  22. Adhere to ISO Policies, Procedures, and Work Instructions in support of the APS-5 Quality Management System.

  23. Performs other duties as assigned.

Minimum Requirements

Education: Bachelor’s degree required, advanced degree preferred.

  • US Citizenship is required.

  • Secret Security Clearance is required

Experience:

  • The PM must have a minimum fifteen (15) years of management experience in Army logistics operations with at least 5 years of documented management experience at Army battalion level or higher in the areas of Army transportation, supply and maintenance.

  • Must have comprehensive knowledge of a variety of Army regulations related to the daily operations of an Army installation. The PM must have general knowledge of the logistics information systems that pertain to the areas within the PWS. Additionally, the PM must understand ISO and quality management systems.

  • 3 years as a senior leader/manager (brigade/battalion command, contract PM/DPM, or company president/VP/director), is required.

  • Work experience may be substituted for educational requirements and/or educational achievements may be substituted for years of experience.

Specialized knowledge and skills:

  • Knowledge of contract and finance management.

  • Knowledge of Army maintenance management and logistics systems.

  • Knowledge of Microsoft Office applications, including Outlook, Word, Excel and PowerPoint

  • Familiar with human resources management practices and principles.

  • Advanced proficiency in the use of MS Office, including Word, Excel, Power Point and other related applications required.

  • Must be able to maintain company and personnel confidential information in the strictest confidence.

  • Must have demonstrated strong leadership ability.

  • Must be well organized and possess the ability to outline details and provide concise summaries.

  • Must have excellent communication skills, including oral presentations and business writing.

  • Must be able to quickly prioritize and resolve issues.

  • Must be willing to take initiative, originate action and be responsible for consequences of decisions.

  • Valid driver’s license is required.

Work Environment and Physical Demands:

  • Ability to perform job duties efficiently and effectively.

  • Must be able to 50 lbs.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

Preferred Qualifications

  • Retired field grade officer or GS15 with experience in OEF/OIF preferred.

  • Combat Service Support (CSS) experience preferred.
