AECOM has an opening for an Accounting Clerk III- Business Operations Specialist in Kuwait.
Manages multiple accounting functions, including responsibility for preparation and issuance of reports and statistics reflecting financial results. As well as administer approved accounting practices throughout the organization to ensure financial and operating reports accurately reflect the condition of the business and provide reliable information necessary to control operations.
Essential Duties and Responsibilities:
Maintains close communication with Business Manager and Project Manager concerning financial matters that affect the APS-5 mission.
Works independently within established procedures associated with the specific job function.
Researches and resolves issues and exceptions.
Makes modifications to existing policies and procedures, as necessary and approved.
Perform project analysis and prepare reports upon request for management review
Manage proper distribution of contract line item numbers (CLINs) to personnel.
Manage costs accounting and reporting with Contracts Department to ensure compliance with funding CLINs.
Ensure all incurred costs are reflected accurately and in a timely manner on the project
Reviews, codes, and verifies transactions, accounts payables, account receivables and journal entries.
Perform a range of routine accounting activities such as maintenance of the general ledger, preparation of various accounting statements and financial reports.
Ensures financial statements are completed and reviewed thoroughly, in a timely fashion, and in compliance with financial standards, the Cost Accounting Standards, (CAS) the Federal Acquisition Regulation (FAR) and company requirements.
Ensures accounting practices are in compliance with Generally Accepted Accounting Practices (GAAP), FAR, CAS and Sarbanes Oxley requirements.
Interfaces with government officials, AECOM corporate, sub-contractors - QTTC, sponsor QRH/KRH, and vendors on a regular basis.
Manage multi-cultural staff of two employees, in accounting areas.
Monitor and assist with timesheets, audits and training to expat and sub-contract employees
Responsible for oversight and manage of procurement local purchases and work side by side with vendors on logistics
Adhere and become knowledgeable on all Qatar labor law requirements
Establish, coordinate and maintain expat employees CONUS and OCONUS payroll
Assist with employee relations pertaining to finances
Adhere to Performance Work Statement (PWS) requirements when handling all finance related matters
Collect, analyze and submit department overtime requests for government review and approval.
Assist and support APS-5 Project and Program Management personnel with collecting financials on all aspects of proposals
Support APS-5 Project and Program Management personnel in conducting pricing strategy meetings.
Monitor and assist with employees timesheet compliance, policy and procedures
Position may require travel.
Assists with office administration related duties
Perform other duties as assigned.
- Bachelor's degree in Accounting is required, Work experience may be considered in lieu of college degree.
Minimum 5 years of job-related experience is required.
Has a knowledge base which is recognized as "expert" level within the Finance unit. Is well-versed in the interrelationship between work units. Has breadth of knowledge about business in general, the industry and the company's services.
Specialized Knowledge and Skills:
Advanced written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required.
Must have excellent computer, interpersonal, problem solving, and oral and written communication skills.
Must be customer service focused.
Must have intermediate knowledge of English grammar, spelling and punctuation and have advanced math skills.
Must be able to work efficiently alone and as a team member.
Must be able to exercise discretion and good judgment.
Knowledge of Costpoint, OnPoint and Cognos programs a plus.

Ability to perform job duties efficiently and effectively.
Must be able to lift up to 50lbs.
Must be able to work in extreme environmental conditions including dust and high temperatures.
Must be able to endure long hours, exposure to weather and hazardous conditions.
