Job Summary

AECOM has an exciting opportunity in Afghanistan on the EAGLE Afghanistan contract for an Safety Manager . Manages a professional team encompassing a wide range of functions within the discipline. Establishes hiring boards to interview candidates for open positions. Evaluates staff, comparing objectives and achievements in staff assessments. Coaches employees in their professional career development and process improvements.Issues disciplinary or corrective actions when needed. Recommends termination or contract non-renewal when appropriate. Responsible for supporting the development, implementation, and consultation of the policies, programs and procedures within the AECOM Health Management, Safety & Environmental System (HMSES). Plans, coordinates, directs, administers and oversees the comprehensive HS&E Programs, as required by corporate policy, PMO Safety Directives or DoD directive or Host Nation regulations for all program work locations in Afghanistan. Prepares budget and requisitions for HSE departments. Ensure strict compliance to safety practices and support the AC FIRST Safety Policies and Procedures. Instills a safety first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries. Oversee accident and incident investigations, determine probable causes and make recommendations for corrective action. Work closely with medical staff to provide and coordinate critical information to corporate safety on all occupational injuries and illness. Advises management staff on safety compliance concerns and preventative actions. Adhere to ISO Policies, Procedures, and Work Instructions in support of the AC FIRST Quality Management System. Performs other duties as assigned.

Minimum Requirements

  • Clearance Required:

  • NACI/Tier 1 for US Citizens

  • Certification & License:

  • Safety Trained Supervisor (STS) Certification required.

  • OSHA 30 Certification required

  • High School diploma or equivalent, is required.

  • Bachelor’s degree preferred.

  • 6 years direct related experience in HS&E required

  • 1 – 3 years supervisory experience required.

  • Military experience is a plus.

  • Appropriate certifications, professional memberships and techniques in the specialist field of health, safety and environmental required.

Preferred Qualifications

  • Specialized knowledge and skills:

  • Ability to comprehend, apply and put into policy all EPA, OSHA and applicable International Safety Laws.

  • Must have a strong working knowledge of Safety regulations and procedures, OSHA standards and DBA Workers Compensation guidelines and laws.

  • Must have outstanding leadership skills and the ability to effectively supervise, motivate, and develop safety staff / employees

  • Ability to plan and direct all aspects of health, safety and environmental programs, particularly those involving occupational safety and health in maintenance shops and in the construction field.

  • Ability to conduct routine health, safety and environmental job site inspections, assess safety deficiencies and develop appropriate action or plan.

  • Must be able to perform accident/incident investigations and maintain documentation and records.

  • Must have a thorough understanding of enforcement of all federal safety and OEBGD environmental regulations.

  • Must be able to work effectively with all levels of employees, including top, middle and supervisory levels of management.

  • Must have excellent knowledge of English grammar, spelling and punctuation and have intermediate math skills
