Job Summary

AECOM has an exciting opportunity in Afghanistan on the EAGLE contract for an

Deputy Project Manager, Coordinates/integrates all mission support required in the Performance Work Statement (PWS) for the contract and acts as the focal point for Military leadership in support of those requirements. Responsible for the health and welfare of all assigned contract employees. Enforces project standards of performance and discipline. Instills a safety first mentality and culture that achieves low accident rates and minimal lost-time injuries. Implements a Quality Management project that establishes, monitors and reports on compliance with Project Operating Procedures (POP), Standard Operating Procedures (SOP), project directives, Work Instructions (WI), performance metrics and customer feedback. Ensures proper division of workload based on mission support requirements. Ensures the efficient and productive utilization of resources. Accomplishes all contractual requirements within the allocated operating budget. Manages budget by CLIN. Manages strategic operational aspects of the project and monitors operational aspects. Reviews and ensures CDRLs are in accordance with published standards and schedules. Minimizes project exposure to risk through planning and analysis. Ensures project documents are complete, current, and stored appropriately. Enforces the highest of ethical standards and conduct IAW Company policy. Responds to and coordinates responses to corporate tasking and initiatives. Performs other duties as assigned.

Minimum Requirements

  • Active Secret / Tier 3.

  • Oversees all actions on contract and attends classified meetings with USG. Needs access to SIPR and CENTRIX for access to classified information necessary to support the USG.

  • Valid Driver’s license required.

  • Must be Safety Trained Supervisor (STS) certified or obtained within 90 days after arrival in country.

  • Work experience may be substituted for educational requirements and/or educational achievements may be substituted for years of experience. Example: Two (2) years of experience is equivalent to (2) years of college and vice versa.

  • 15 years of management experience in Army logistics operations required.

  • Experience with financial management and knowledge of Standard Army Management Information Systems (STAMIS).

  • Management experience in Theater-level asset management or Corps-level supply, maintenance or asset management.

  • Knowledge of contract and finance management.

  • Understand, have a working knowledge and be able to manage an ISO/quality management system required.

  • Knowledge of Microsoft Office applications, including Outlook, Word, Excel and PowerPoint.

  • Familiar with human resources management practices and principles.

  • Advanced proficiency in the use of MS Office, including Word, Excel, Power Point and other relatedapplications required.

  • Must be able to maintain company and personnel confidential information in the strictest confidence.

  • Must have demonstrated strong leadership ability.

  • Must be willing to take initiative, originate action and be responsible for consequences of decisions.

  • May be required to adapt to a wide variety of operational circumstances, including extreme weather conditions, rudimentary infrastructure and substandard living conditions.

  • Must have the English language speaking ability to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics.

  • Must be able to read standard newspaper items addressed to the general reader, routine correspondence, reports, and technical materials in the individual's special field.

Preferred Qualifications

  • Experience in overseas deployments preferred.

  • Combat Service Support (CSS) experience preferred.

  • Bachelor’s degree required, advanced degree preferred.

  • 15 years of service as U.S. military field grade officer, GS14/15, or senior non-commissioned officer (Master Sergeant or Sergeant Major equivalent) preferred.
